ICCF Congress 2019

This year’s ICCF Congress will be held in the Hotel Artis (a Centrum hotel) http://www.artis.centrumhotels.com/Vilnius Lithuania, August 18 – 22, 2019. This Congress is organized by the Lithuania Correspondence Chess Federation http://lksf.lt/lt/.There will be a meeting of the ICCF Executive Board (EB) and Management Committee (MC) on Sunday, August 18, 2019. The EB meeting will start promptly at 09:30, followed by the MC members at 14:00. The Congress will open at 09.30 on Monday, August 19, 2019 and families and friends accompanying delegates to the Congress are warmly invited to attend the opening ceremony. Meetings of Congress will begin immediately after the official Opening Ceremony.

Excursions and various chess matches will be offered through the week, with the Closing Banquet being held on the evening of Thursday, August 22, 2019. ICCF Statutes

The present ICCF statutes have been passed by a majority of two-thirds of the members present or represented at the 2018 Congress in Llandudno (Wales) and repeal the former statutes in their version modified for the last time at the 2015 Congress in Cardiff (Wales).

If there are any discrepancies in the interpretation of these Statutes, the French version will prevail, due to the Swiss nationality of the International Correspondence Chess Federation (ICCF). The amended statutes were uploaded on ICCF website under “About ICCF” on 1st January, 2019.

ICCF Elections

ICCF Executive Board and Auditor elections will be held this year. Federation delegates may vote for their choice of candidates via the following:

Federation Fees

National Member Federations are required to pay 37.50 Euros annually for every 100 registered members of that Federation. New National Member Federations shall be required to pay only 15 Euros for every 100 registered members of that Federation for the first three years of ICCF membership.

ICCF Voting

When a member federation cannot be represented by its delegate at a Congress, that organization shall be entitled to exercise its voting rights:

  1. by voting online through the ICCF online voting system
  2. by presenting an appropriate written declaration, stating clearly its voting intention
  3. through a substitute delegate (who must be a member of the same federation), having written authority from the official delegate
  4. by conferring in writing its voting right (proxy) on another voting member, honorary president or honorary member
All proposals to Congress will be presented on the ICCF website and will be available to anyone who has an ICCF ID and password. Immediately following the deadline for officials’ reports, the proposals will be closed for comment; at this point, all the comments by ICCF officials will be shown alongside the proposals.

As soon as proposals are closed for comment, they will become open for online voting; all ICCF delegates will be able to see the following five options under each proposal:

  1. I have not yet discussed this proposal with my federation and I do not yet have an opinion.
  2. I have discussed this proposal with my federation and I vote in favour of the proposal.
  3. I have discussed this proposal with my federation and I vote against the proposal.
  4. I would like to participate in the Congress discussion about this proposal, and I will decide how to vote following this discussion.
  5. My proxy (or delegate designee) will participate in the Congress discussion about this proposal, and I trust him or her to vote in the best interests of my federation.

Online voting will be closed 7-days before the opening of Congress. Votes cast will be secret until the completion of live voting for that proposal. A spreadsheet will be generated of the voting for each proposal to facilitate the work of the General Secretary at Congress.

Sponsored Delegate (Indonesia) at Wales Congress (2018)

Indonesia has been accepted as ICCF member federation on 2017 Congress, and since then, the Indonesian Correspondence Chess Association (PERCAKI) has been working hard to re-set up procedures, guidance and best practice to achieve PERCAKI’s objective to control, administer and foster correspondence chess throughout Indonesia.

During the past year the national delegate of Australia (CCM Brian Jones) experienced a spell of poor health that forced him to stop all his ICCF activities. He was replaced by CCE Garvin Gray as national delegate. Fortunately his condition improved with time and he was able to resume with his games.

Another setback was when the zonal director (CCM Sailesh Chandra Akkaraju of India) was forced to resign his position due to personal reasons.

India’s Achievements

IM and CCM norms and CCM title for Kumar, Pavan Tumuluri Kumar.
Pavan Tumuluri has topped the table in Interzonal TT/9 Board 3, 9th Interzonal Team Tournament Board 3 and scored 7.5/12 and has achieved both IM and CCM norms from this tournament. He also earned a CCM title. One of his winning games in this tournament is given below:

Mr. Saurabh Das achieved CCE title in AA/C16/SF/B, 16th Africa Asia Zonal Championship S-Final B.

K. Sasikiran is playing in category 12 strong event 2019 USA - A, 2019 USA Invitational - Section A. Prizes: $300 USD for first place; $200 USD for second place; $100 USD for third place; money to be split evenly among tied players. (No tiebreak will be used.) Monetary prizes will only be distributed through Paypal. This event is organized by Doren, Dennis M.

India is leading 12.5-7.5 in IND-JPN 2018, India – Japan friendly international started on 23rd June, 2018. This event is organized by Chatterjee, Ambar. TD for this tournament Is Press, Shaun.

India is trailing 7-35 in CUB-IND 2018, Cuba - India Friendly Match 2018 started on 1/10/2018. This event is organized by Salcedo Mederos, Pablo. TD for this event is Hernández Molina, David E. We had defaults from our players (Hemant Sharma and Pawan Dudeja) in eight games in this event.

CCM Om Prakash Mohanty, is playing in AA/C18/SF/C, 18th Africa Asia Zonal Championship S-Final C and is topping the table with score of 4/6. This event is organized by Knol, Everdinand. One of his winning games is given below:

He also played in AUS/M/2017, Australian Masters 2017 where he scored 7 out of 12 and is placed 3rd.

CCM Om Prakash Mohanty, CCM Mohan Turaga and Ankur Singh Thakur are playing in AA/C16/Final, 16th Africa Asia Zonal Championship Final started on 31/03/2019.

CCE Pervez Mandviwala is playing in AA/C18/SF/C, 18th Africa Asia Zonal Championship S-Final C.

Anil Anand achieved a CCE norm in 3rd IZIT Pr A, 3rd Inter-Zonal Individual Tournament Pairing A.
